About the Indiana Department of Insurance (IDOI):

 

The Indiana Department of Insurance protects Hoosiers as they purchase and use insurance products to keep their assets and their families from loss or harm. IDOI also monitors the financial solvency of insurance companies in Indiana so that legal promises in insurance policies are honored.

 

Salary Statement:   

 

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

 

Role Overview:

 

This position will oversee a new division within the Indiana Department of Insurance dedicated to healthcare costs oversight and transparency. The Assistant Director works independently following executive orders, statutes, rules, regulations, and accepted guidelines.  The Assistant Director can make recommendations for changes to existing programs which usually will influence agency operations.  The Assistant Director possesses sufficient technical knowledge and authority for the work. Decisions and major recommendations are reviewed for compliance with agency policy and attainment of goals.  The Assistant Director makes major contributions to the development and implementation of significant programs.  The consequence of errors is considerable, basically directed toward adverse effects on the agency and programs. 

 

Work is broad in scope involving complex elements that require critical and analytical abilities.  The Assistant Director must be able to react to these variables ensuring proper response in accord with accepted practices and principles as the primary representative of the agency.  The Assistant Director must effectively coordinate work activities in a programmatic role where authority is indirectly within the established chain of command of the organization. Judgment is essential to adapting policies, procedures, and guidelines to situations encountered, often without prior experience or guidance.

 

A Day in the Life:

 

The essential functions of this role are as follows: 

  • Oversee the coordination, execution, and implementation of IDOI's new healthcare cost oversight program as required by Indiana Code Section 27-1-47.5.
  • Manage third-party contractors' selection and contracting process as required.
  • Determine, in coordination with the Department’s third-party contractor, what information is necessary to make the assessments required under Indiana Code Section 27-1-47.5 Oversight of Healthcare Costs.
  • Oversee the annual data submission process by Indiana nonprofit hospital systems.
  • Manage and monitor the department's third-party contractor calculations as required.
  • Review annual data and resources that nonprofit hospital systems submit concerning prices in Indiana.
  • Prepare and submit the annual reports of the third-party contractor’s findings as prescribed by Indiana code.  
  • Provide regular updates and presentations on the status of the department’s healthcare cost oversight program, including providing testimony to the Indiana General Assembly when required.
  • Review and evaluate organizational effectiveness, goal determination, strategic planning, etc., and make recommendations for improvement.
  • Assist the Chief of Staff with developing and coordinating plans and policies, resources, and the mission.
  • Assist with monitoring the budget and costs of the program and requirements.
  • Coordinate with other agency departments and other state agencies on issues and topics related to healthcare cost oversight and transparency. 
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees.  Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:

 

You must meet the following requirements to be considered for employment:

  • Extensive knowledge of the Department as an insurance regulatory entity and Indiana Code Title 27.
  • Extensive knowledge of healthcare costs in the state of Indiana and the Department’s programs, resources, and statutory responsibilities. Knowledge of healthcare billing, claims processing, and other revenue cycle functions is a plus.
  • Proficient in analyzing complex data and translating it to be understood by laymen.
  • Strong communication skills and the ability to communicate effectively both orally and in writing.
  • Ability to prepare and deliver a professional and effective presentation to internal and external stakeholders.
  • Ability to develop and/or measure program outcomes.
  • Ability to create and maintain strong working relationships with other state agencies and outside stakeholders. 
  • Ability to identify problems, determine the accuracy and relevance of information, and use sound judgment to generate and evaluate alternatives and to make recommendations.
  • Ability to work with internal and external stakeholders to assess needs, provide assistance, resolve problems, and satisfy expectations.
  • Outstanding interpersonal skills with the ability to build relationships, establish credibility, and influence leaders at all levels.
  • Make logical, well-informed, and objective decisions. Ability to perceive the impact and implications of decisions.
  • Ability to identify problems, determine the accuracy and relevance of information, and then implement sound judgment to generate and evaluate alternatives and make recommendations.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
