Salary:

 

This position traditionally starts at an annual salary of $53,222.  Salary for this position may be commensurate with education and job experience.
 

Role Overview:

 

The Account Manager supports and assists one or more Controllers in the Division of Finance in the fiscal management of assigned customer group/service line.   This includes the maintenance of the ledger system which provides important financial information to the CFO, Director of Accounting, Assistant Superintendents, and Directors.

 

A Day in the Life:

 

The essential functions of this role are:

  • Analyze and interpret financial statements and reports. 
  • Advise the Controller about account status, including tracking and updating ledgers.
  • Control the flow and distribution of funds including appropriate paperwork for the Auditor’s Office and notifications to school corporations about payments.
  • Prepare revenue reports and handle the return of grant funds including Reports of Collection.
  • Assist the Controller with budget preparation and reports.
  • Complete FFATA submissions.
  • Assist with developing general fiscal policies.
  • Assist with agency or program area budget requests.
  • Complete (Personnel Activity Report and semi-annual certifications in compliance with Federal regulations specific to the funding program.  
  • Review and reconcile the Title I final expenditure reports:
    • Check that the totals are correct.
    • Check that indirect cost rates are correct and the total claimed does not exceed allowable costs.
    • Track expenditures to validate that each LEA is not carrying more than the 15 percent allowable.
    • Check that LEA does not have cash on hand.   
    • Post final figures into the ledger and Title I application data center.
  • Track Maintenance of Effort (MOE) provisions annually for each title programs.  Coordinate with school finance to verify reported expenditures.
  • Notify LEAs and program staff when MOEs are not met.

What You'll Need for Success:

 

You must meet the following requirements to be considered for employment:

  • Bachelor's Degree in Accounting (or related field) OR 6 years experience in state government accounting.
  • Extensive knowledge of the theories, principles, and practices of governmental accounting, budgeting, and auditing.
  • Extensive knowledge of fund accounting and grant reconciliation.
  • Extensive knowledge of agency organization and function.
  • Extensive knowledge of federal and state accounting and bookkeeping laws, policies, and procedures.
  • Specialized knowledge of the state government organization and function.
  • Specialized knowledge of PeopleSoft.
  • Ability to prepare budgets.
  • Ability to develop effective work relationships.
  • Ability to prepare and interpret complex financial statements and reports.
  • Ability to reconcile discrepancies between accounts.
  • Ability to solve relatively complex accounting and budgeting problems.
  • Knowledge of federal and state laws, policies, Financial Management Circulars, and guidelines specific to the incumbent’s area of funding and/or program(s).

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
