About the Department of Local Government Finance (DLGF):
The Department of Local Government Finance is responsible for ensuring property tax assessment and local government budgeting are carried out under Indiana law. The Department is charged with publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.
Role Overview:
The Assessment Division promotes consistent assessment procedures throughout the State by providing guidance, technical instruction and assistance to locally elected officials, and generally securing compliance with the applicable laws for real and personal property.
The Assessment Field Representative travels throughout the state to perform office appraisals, review books and records, meet with local officials and/or taxpayers, and prepare recommendations when needed. You will also assist with reviewing and approving ratio studies.
This position is 100% remote and will serve counties in Southeast, Indiana. Residency in the assigned area is preferred. You will travel to Indianapolis occasionally for agency meetings.
Salary:
The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day in the Life:
Responsibilities include:
- Provide consultation and guidance to local officials and taxpayers in the property tax assessment and billing process.
- Gather and analyze data for equalization/ratio studies.
- Monitor the progress of local assessors undertaking cyclical reassessments and annual adjustments.
- Make field and office appraisals of difficult and complex commercial, industrial, special purpose and public utility properties.
- Prepare a valuation recommendation based on an assessment of the property or a review of the local assessment.
- Review the books and records of business taxpayers to verify the validity of values reported conform to property tax laws, rules and regulations.
- Prepare income and expense analysis, and sales and cost analyses.
- Prepare and present training courses.
- Make presentations to taxpayers, local officials, and professional organizations.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Required credentials:
- Bachelor’s Degree with 3+ years of experience, OR
- Associate’s Degree with 5+ years of experience, OR
- at least 7+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
- Related certifications and coursework may be considered for education or experience.
Preferred credentials:
- Professional designation from a nationally-recognized appraisal or assessment association desirable.
- General Certified Real Estate Appraiser in Indiana preferred.
Additional qualifications:
- Broad knowledge of local, social, and economic factors affecting property value;
- Knowledge of mathematical and statistical tools used in appraisal work;
- General knowledge of the Uniform Standards of Professional Appraisal Practice (USPAP);
- Extensive knowledge of government and private sector accounting principles and standards;
- Extensive knowledge of assessment and appraisal theories, practices, and procedures;
- Extensive knowledge of Indiana statutes, administrative rules and policies pertaining to property tax administration;
- Ability to communicate effectively with a variety of individuals and convey technical information regarding the most difficult and complex work;
- Extensive knowledge of computers, advanced spreadsheets, statistical software, valuation models and word processing;
- Able to perform essential functions with or without reasonable accommodation.
You must satisfy the following requirement to continue employment:
- Level II Indiana certified assessor required within the first year of hire and must thereafter be maintained. Attainment of Level III Indiana certified assessor is desirable.
